Het probleem voor de EU is dat de financiële wortel die Rusland Oekraïne voorhoudt, groter is dan de Europese. En in het Oekraïense Sevastopol ligt ook de Russische Zwarte Zeevloot, volgens een akkoord uit 2010 zeker nog tot 2042.
